The City Administrators are a faction of experienced roleplayers who act as RP facilitators for the server. As a CA, the goal isn’t to create much of your own RP, but is instead to make a lot for others.
Perhaps the most variable thing across servers is CA authority. In this canon, members of the city administration are to be highly respected by the UCA. To most units’ knowledge, the CA’s actually do perform important work for the Union. At around the level of OfC, units start to gain an inkling of the actual worth of a CA, but it isn’t until the UU ranks that administrators start to appear ‘expendable’. Lower ranks sharing or possessing this view themselves would be punished quite heavily.
Despite these facts, administrators aren’t afforded a formal rank equivalency. They can make requests of any unit (which might vary considerably in bossiness/tone, by the CA and rank addressed) which are generally to be fulfilled, unless otherwise engaged or ordered. For longer tasks, it would become prompt to ask a high command unit for further guidance. High command units themselves can countermand the ‘orders’ of a CA for a good reason.
For the most part, the city administrators themselves would believe they actually serve an active role governing the city. However, as one gains more experience, he might come closer to discovering the truth; that the faction as a whole are really little more than well-treated figureheads.
As a part of professionalism, city administrators are under IC rules to insist that they be referred to by their posting or qualification (eg. ‘Chancellor’, or ‘Doctor’). This is a part of the Union Etiquette course taught to units.
In addition to giving speeches, the City Administration are also (quite openly among themselves) in charge of producing propaganda. Credentials in CG, animating, and theatre therefore become important. For instance, the administrators might choose to prepare a skit, showing an idyllic lifestyle. Alternately, they might also edit a CA to be shown as participating in a raid, and crushing some anti-citizen scum. Basically, they RP filming propaganda to make the UU look good, and resistance like demons.
As a follow-up of this propaganda detail, the CA’s are also responsible for reporting news/occurrences across the city with a pro-UU twist. For example, murders in the apartments? Blame it on the citizens, and talk about how the valiant Civil Authority is working to clean up the perpetrators. You can even make something up, and roll with it.
There are several postings in the city government. Some are elected, others are appointed. Many of the elected position are quite empty; nothing more than a topic to give speeches on. Although the CA might ICily do paperwork and related tasks in their fields, these turn out to have dubious or little effect; the exception being that you get something authorized, and use your CA position to implement it. Note that the Union elections have often proven to be subtly statistically *unreliable* in the past.
Chancellor
The Chancellor is a permanent (lifetime) position, and is responsible for representing the city’s interests to the planet administrator. Chancellors are the leaders of the City Administration, often being the most senior present. Being the one largely accountable to Union personnel, if one of the junior members screws up, he has to clean up after it all.
- Can set faction-wide policy
- Can give speeches, etc
- Generally reports on the city state of affairs as a whole, but may also bring news from other cities.
Prime Minister
Prime Minister is an elected position. The Prime Minister is in charge of the city’s elected cabinet, and handles a lot of the day-to-day management of the CA’s. Again, more a hollow position for your character to fight over for the sake of prestige, than an actual authority figure.
- Gives general speeches on the city as a whole
- ICily organizes the elected candidates for meetings and such.
Ministers
Ministers are elected positions. There are two ministers, one for each of: ‘Civil Growth’, and ‘Security’. There may be more positions opened in the future.
- Give speeches on their topic
- Address units, CWU, etc, and give pep talks related to your area and its improvement.
Consul
Consuls are the ‘rank’ of unelected administrators. They still give speeches, but perhaps focus a bit more on the production of propaganda. In some ways, these might almost be similar to news anchors; One might become a regular presence on the broadcast screens, and regularly report on all the foolish malignant activities. Consuls may also be assigned by the chancellor or prime minister to a specific task, including UCA moral, or internal review.
- Can give speeches on any topic
- Focus on the production of propaganda.
General Permissions
- May have up to 10 minutes/day fresh air in the P13 enclosure when accompanied by a suitable bodyguard. (Dedicated 05 or higher.)
- Entitled to one or two 10-15 minute escapades in P1 per week, when accompanied by an appropriate escort. (2 03’s or higher.) Trips extending further may be authorized by the chancellor under certain circumstances.
- May receive audiences/interviews with citizens in the office. One 05 bodyguard is required when the pod is used. When the citizen is physically brought up outside of the pod, 2 05’s or higher become necessary.
Applications
Does all this interest you? Well, you have better get typing; becoming a CA isn’t quite easy. By nature, there wouldn’t be much of an established IC interview system. Because of this, your ‘proof’ of being a reasonable RPer comes from a good and reasonably lengthy application.
To be considered for a CA position, your character must simply have done something significant throughout the 7HW, or immediately afterwards. You do not have to have a random PhD to be a CA. For example, your character could have offered the surrender of an area/country, or perhaps have earned distinction in the year or two that followed. That being said, those applicants with higher education included in their backstory may occasionally be preferred over those without.
