CWU Applications
The CWU applications and interview process are to be conducted ICily. Write out a point form resume with why you’d like to join, on a sheet of paper in-game, and then submit that application paper at the CWU HQ. From the moment the director sees you, your roleplay is being analyzed and evaluated. Be prepared to disclose a very detailed character backstory (Imagine telling somebody your life history, and notable events. Don’t have any notable events? That seems like a poorly thought out character.).
Stick to your backstory, and have it at least partially reflect in the interview answers and personality. Understand your character motives, etc.
Although the interview is conducted IC, the main things evaluated is your spelling, punctuation, style of roleplay, and where possible, maturity. If you are not very good with any one of these categories, there is only a slim chance to redeem yourself in other areas.

The CWU is divided into two sections; ‘Civic’, and ‘Medical’. The ‘Civic’ division is the primary working body of the CWU.
As a Civic member, you will be expected to operate shops, work parties, factories, and other IC events. At a very early point, you will be granted the authority to operate ‘solo’, without supervision. From this point onwards, you are responsible for creating interesting, enjoyable, and canonical roleplay of many forms for citizens. If you choose to set up a shop or café, hire staff to work the back with you, and others to help keep it tidy/clean. If you decide to gather up a work party, do so, and have them fulfill a specific task, (eg. Removing graffiti from walls, painting, even repairing/renovating!) reward them according to their level of RP. Quite basic, when you get down to it.
Civic members will have the chance to branch into politics, and can assist City Administrators in political campaigns, and so on. It is quite possible that a UU-sanctioned school teaching history, and so on will be set up. You can try your hand at this, too!
As a Medical member, you will be providing cost-efficient, urgent medical care to citizens and workers. Supplies are limited, so you will mostly be down to the good old fashioned times of basic surgery. As a result of this limitation, you will also have to prioritize and look after the limited ‘budget’ of precious biogel. Note, that if you adopt this division, you may still perform or assist in tasks done by the Civics. However, you must remain at least somewhat available for medical RP. Because of the intensive training involved, there will only be a small number of medics.
Unalike in many other servers’ canons, the CWU take a much more proactive role in citizen life. Events and activities ran by the CWU will often be made mandatory for citizens to attend (Figure it from the combine perspective; why issue rations to citizens if they aren’t all made to work for you?). To assist the CWU in completing their directive set by the UU, they have been granted limited authority over UCA units. Note that relationships are to be kept ’professional’ and respectful at all times. You have authority over them only so long as it is to complete a task that requires their presence; ie operating the factory, rounding up citizens, and so on. Civil Union workers can politely request available units to assist them in their task, and give them further ‘orders’ from there. Note that orders given can be, at most ‘strongly worded suggestions,’ and you must remain respectful at all times. If the UCA has an active directive to follow, or specific orders, you may not acquire them. UCA units who receive new orders from High Command may leave without warning.
Units:
(A note to High Command: Attempt to give the CWU as much warning as possible, before stealing away a unit. If its’ an emergency, or event prescheduled at least 15 minutes ago you get dibs. But otherwise, you must postpone the training/whatever you suddenly want to do until later; a productive workforce is of more import to the Union. If no senior ground units are available, the director might find it necessary to deputize you to organize the UCA presence, etc at a certain event.) Rank equivalencies for CWU are not so much a measure of ‘command grade’, as they are a measure for the amount of respect or level of treatment they should be given. Honorifics such as ‘sir’ or “ma’am” are excluded; refer to workers by name or by rank. The Civil Workers Union is a group of—albeit highly respected—citizens. As such, these ‘rank equivalencies’ aren’t to get in the way of the UCA’s work. One would give the workers greater respect—corresponding to their rank—than you would other citizens, but searches and so on are still necessary. The CWU are trusted citizens, but not THAT trusted.

So far as ranking structure goes, the CWU is loosely hierarchical. Although each rank holds different authorizations, there is little rigid formality that occurs with it.
Director
At the top of the spectrum, there can only be one director. This individual oversees everything; from the management of the two divisions, to store arrangement and administration.

Branch Leader
Abbreviated (BrLD), these individuals are in charge of the management and day-to-day running of their respective division. They correspond with the director to make changes that benefit RP.

-Can conduct all medical procedures (MD only)
- Rough UCA rank equivalency of 01
Tier One Worker
Abbreviated (T1),these individuals have proven their merit through seniority. They are expected to take a managing role in their branch, and to make sure that a functioning CWU activity is up.
-Can grant authorization for any CWU-permitted activity
- Can issue orders to workers of lower rank
-Can conduct authorized medical procedures as qualified (MD only)
- Rough UCA rank equivalency of 02
Tier Two Worker
Abbreviated (T2), these individuals form the bulk of the workforce. They are responsible for showing T3’s the ropes, and for manning activities where available. T2’s can organize and put together activities
-Can authorize any of the following activies: Shop, café, work party
-Can conduct authorized medical procedures as qualified (MD only)

Tier Three Worker
Abbreviated (T3), these are green recruits, learning how to make their way in the CWU. They are permitted to authorize only stores and cafes; generally, these will be under the supervision of T2’s. As a rule, T3s should focus on assisting pre-existing events, and learning how they operate at a higher level.
-Can authorize stores and café’s.
-Can conduct first aid (MD only)
- Rough UCA rank equivalency of RCT
Approved CWU Activities
The following activities are deemed as appropriate for unregulated use.
-Café’s: Serves foods cooked on site to customers present. Can be full serve (waiters, etc) or self-serve (customer waits at counter for food.) Citizens can fill roles as waiters, chefs, cleaners, and advertisers. Food served can include bread, pasta, etc. Whatever staple foods you want, pretty much. Price these at 8-15 tokens.
-Store: Sells items stored in the back room; can include paper, fruits, etc. Price according to the existing model, or by reason.
-Work Parties: Gather a few citizens, go out and fix or make-pretty something. (eg. Filling holes in cement, painting a building, and so on.) The go-to activity for you to be doing. Don’t be afraid to get a unit or two to help you round up citizens.
- Have something else you’d like to do? PM it to a branch leader or director.
Reward Suggestions
Here’s some suggestions for how you should reward a player for their work. You can reward them however you want, as long as it’s proportional to their quality of roleplay, and the amount of work they did. When in doubt, ask.
-Tokens: Straight token reward. 0.5-1 /me; generally 5-20, depending on how in depth the task is. Recommended to be combined with other rewards.
- Food: Every citizen wants food! Give them a free meal from the café you’re running, some fruit, or whatever. Make sure it’s proportionate to the work.
- UU Luxury Goods: Who doesn’t like kicking back with a beer after a long day at work? UU branded alcohol products taste almost identical to their normal counterparts, but do not get the consumer drunk. They contain a chemical compound that, while satisfying an alcoholic’s addiction, is actually somewhat addictive to consumers. It is somewhat easy to acquire a dependency on specifically UU ‘alcohol’.
- Items: Perhaps it’s dark outside, and people want flashlights? If you have spare stuff to hand that you want to get rid of, just give it to them.
Universal Union Education Facilities not cleared for use yet
A work in progress; essentially, citizens are rounded into a room guarded by units, and are force-fed Union ideology. Light psychological techniques such as aversive conditioning may be used. Most of the classes will be taught by workers, with occasional guest speakers from High Command, the administration, or another VIP. Universal Union Industrial Facility NOT cleared for use yet
Exactly what you’re doing varies by map, and the buildings/resources available to you. Careful planning is necessary. Whatever the activity is, it must contain at least SOME variation. Only wallRP is more fun than repeated /me RP. Including an interactive portion with props and tools is beneficial. Try to keep away from ‘assembly line’ jobs, where the task is the same thing a few hundred times—It may be canonically accurate, but RP>canon in this situation.
- Once you have your idea down pat, gather up an appropriate number of units (8 or so, at least) and workers (another 1-2). Have the factory prepared, and know where you will station units, beforehand. Have dispatch announce the mandatory work attendance, and keep at least four of your units at the assembly point for crowd control. (tip; have the citizens assemble along lines you’ve drawn on the ground with the rope tool.) Have the other units go out and round up stragglers. Budget about 10 minutes for this.
-Explain the basics of the citizens’ jobs beforehand. Then shepherd them to the factory, and explain to them in more detail there. Make sure to have units stationed such that the work area is covered, and there is no escape.
-Have the citizens work.
- Gather them up at the end (15-30 minutes) and debrief them. Pay them appropriately.
Make sure to have the proper authorizations to be able to run a factory.
